Relocation of District Headquarters and Corporation Yard
 
As part of its long-range planning process, the District conducted a Headquarters Facility Assessment in 2007 to determine the adequacy of its current Headquarters and Corporation Yard on Elmira Road.
 
The study examined current and future needs of the District, problems and constraints that exist at the current site and outlined a series of options to meet those needs through the year 2025. The study found that the 15,500 square feet of office space at its headquarters was inadequate and does not meet the District’s anticipated need of approximately 33,000 square feet by the year 2025.  
 
Other problems at the current site include:
            • Incompatible land use / Urbanization
            • Costly deferred maintenance
            • Hilly topography constrains expansion and improvements
• New construction cost risks
           
Five options for meeting the long-term facility needs were developed and reviewed by the Board of Directors. Under consideration is the most cost-effective option, Option 5, which is to relocate to existing office/warehouse buildings, including adjacent industrial property in Vacaville. The District’s Board of Directors is to consider the matter on August 20, 2009.
 
The five options, with estimated costs, include:
 
1)    Do Nothing
Does not address facility needs, only meets minimum regulatory compliance measures and deferred maintenance, such as slope stabilization, sound wall to mitigate noise for residential neighbors, and parking lot repairs.
Cost: $5 million (no additional space added)
 
2)    Temporary Solution
Modular office space and inventory buildings. Phase in 10,000 square feet of office space, construct steel inventory building and remodel existing administration building.
Includes the Option #1 “Do Nothing” items.
Cost: $18.4 million
 
3)    Permanent Solution
New office and inventory buildings. Construct new administration and steel inventory buildings and remodel existing administration building.
Cost: $26.3 million
 
4)    Relocate with County and Solano County Water Agency to VA Cemetery.
All new facilities to meet 2025 needs.
District share of costs: $29 million (includes sale of Elmira Road property).
 
5)    Purchase existing office building, adjacent vacant industrial land, and a vacant warehouse.
Purchase portion of unimproved office building, make tenant improvements, construct the operation and maintenance facilities inside the warehouse, and minor improvements to vacant land for storage of materials and future needs.
Cost: $13.8 million (includes sale of Elmira Road property).
